* reset `CONTRIBUTING.md` to Misskey's version
* add a link at the top of that file, pointing to ours
* create `CONTRIBUTING.Sharkey.md` with all Sharkey-specific
details (plus some clearer bits on dev / testing that are a bit
messy in upstream's docs)

...
we remove all duplicate items from the registry, keeping the
most-recently updated one (which presumably is the one that the users
expect to be used)
then we use `upsert` instead of the more complicated previous logic,
which was subject to races
